其中，pendulum指的是“钟摆”，它的特点就是经常左右摇摆，没有固定的位置。正因为这一特点，人们常用the pendulum来指观念或主张的摇摆不定。
比如：After several years of Republican government, the pendulum will undoubtedly swing back and voters will elect a Democrat. 共和党执政几年以后，选民无疑会掉过头来，选出一位民主党人。
这里用钟摆来比喻川普的关税政策是很合适的，因为它经常在两个极端之间反复横跳。
在文章的小标题里面，作者还写了一句很搞笑的评论：
Well that's good, at least until it's not again, which will probably happen tomorrow or the day after.
其中which指代的是前面it's not again这部分内容，而that指的则是上面川普政策转向的事情。
整个句子可以理解为：好吧，这结果还算不错——至少能维持到下次情况变坏之前，而这种事可能明天或后天就会发生。
它写出了作者的无奈：谁知道后面关税政策又会变成什么样子？
