文章最开始的句子也是相同的道理：Trump revealed that he has a plan to end the war…
这里用一般现在时has，说明在新闻发稿时川普要结束战争的计划
仍然没有改变
。
如果川普改变了计划，那么报道的时候句子就要写成：Trump revealed that he had a plan to end the war…
类似的用法在英语新闻里面很常见，比如最近BBC有一个句子：
Israeli Prime Minister Benjamin Netanyahu said he
is
working in "full cooperation" with the US on a "common strategy" for Gaza…
句子用的是he is working in "full cooperation" with the US，说明在发稿的时候以色列总理仍然在努力寻找解决方案。
除了状态变化之外，如果说话者阐述的是客观真理，那么在转述的时候从句通常不需要时态后退。
举个例子，She said, "The earth goes around the sun."
在转述的时候要说成：She said that the earth
goes
around the sun.
总结一下：
转述的时候，如果原句用的是一般现在时，而且在转述的时候原句的状态并没有发生变化，或者原句
阐述的是客观真理，
那么在转述的时候还是用一般现在时。
